The 60th edition of the International Air Transport Association (IATA) Dangerous Goods Regulations integrates all the contents of the 2019-2020 version of the ICAO technical regulations prepared by the International Civil Aviation Organization (ICAO) Dangerous Goods Expert Committee and the changes adopted by the IATA Dangerous Goods Expert Committee. As in previous years, there are new requirements for lithium battery transportation rules, which will inevitably have a greater impact on lithium battery transportation in 2019. ROHS2.0 detection




 At this time of each year, IATA will release the next year's DGR major update content, which incorporates the updated content of the 2019-2020 version of the <Technical Regulations> made by the International Civil Aviation Organization (ICAO) DGP, the United Nations Orange Book and the International Atomic Energy Agency Transportation The content of the changes in the regulations, as well as the agreed changes from the industry, such as differences between countries and operators.




In addition to the obvious changes on the cover of the 60th edition of the DGR, the regulations on dangerous goods carried by passengers and crew, classification and identification of dangerous goods, packaging instructions, markings and labels, documents and operations have been updated. In particular, please pay attention to Appendix H, which is a guide material on "Competency-Based Training and Evaluation".



Battery detection

The air transport rules for lithium batteries are updated as follows:




1. Clauses 2.3.2.2, 2.3.2.3, 2.3.2.4 have simplified and standardized the loading requirements applicable to battery-powered mobility aids, which require air operators to be responsible for ensuring that the mobility aids are properly secured and protected. To prevent the mobility aid from being damaged and dangerous due to the influence of other luggage or cargo; the term "collapsible" in the 59th edition of DGR for lithium-ion battery-powered mobility aids has been deleted in the 60th edition. gs certification




2. Clause 3.9.2.6 adds two sub-clauses (f) and (g) under clause 3.9.2.6. These two sub-clauses respectively stipulate:




A new category criterion has been added to explain the situation regarding hybrid lithium batteries containing lithium metal and lithium ion cells.




Starting from January 1, 2020, manufacturers of lithium batteries or lithium batteries and subsequent distributors must provide their UN38.3 test summary instructions.




3. Add a new dangerous goods entry in 4.2 of the list of dangerous goods, UN 3536, lithium batteries installed in the cargo transport unit.




4. In section 4.2 of the list of dangerous goods, the ERG code in column N under the entry for all lithium batteries has been changed from 9FZ to 12FZ.




5. Article 4.4 Special Clause (SP), amend A201 to include an allowable clause, which allows lithium metal batteries or lithium ion batteries to be approved by the airline operator, the destination country and the continent under the circumstances Passenger aircraft for transportation.




6. In Article 4.4 Special Provisions (SP), new SP entries are added under it, namely A213 and A334, respectively, as follows:




A213 For hybrid lithium batteries containing lithium metal cells and lithium ion cells, they must be allocated to UN 3090 or UN 3091. When they are allocated to Section II, they will be subject to appropriate restrictions.




A334 As specified in SP A213, it must meet the conditions applicable to this type of lithium battery and be transported under approved conditions.




7. Under Chapter 7 Marking and Labeling Requirements, its 7.2.2.2.3.2(c) added an explanation for the new category 9 lithium battery hazard label, requiring the lower half of the label to reflect the hazard category number "9 "Except for ", no other words can be reflected; at the same time, because the original lithium battery handling label (Lithium battery handling label) has been replaced by the new lithium battery label (Lithium Battery Mark), and the new 2019 lithium battery label is mandatory, the old lithium battery label is deleted. 8. In Appendix B B.2.2.4, two new sets of IMP codes have been added for UN 3090, Section II of PI 968—EBM and UN 3480, Section II of PI 965—EBI.




From 2019.01.01, new lithium battery operation labels and category 9 labels must be used, and the old labels are invalid.



Testing and certification

According to the analysis of the news, the document has reached the following conclusions regarding the air transport rules of lithium batteries:




1. Passengers and flight attendants are not allowed to carry more than 15 electronic devices and 20 spare batteries. If they exceed them, they must obtain the permission of the company.




2. The new version of the lithium battery transportation label is added to replace the old version of the lithium battery operation label, which stipulates the transportation specifications in the lithium battery. The small size of the lithium battery is 120 mm X 110 mm. The operation label must have a red frame and the width should not be less than 5mm.




3. Added a new requirement that prohibits the separation of lithium battery cargo from dangerous goods: lithium batteries and lithium metal batteries (UN 3090, PI968 Section IA or IB) marked (UN 3480, PI965 Section IA or IB) are not allowed It is packed in the same outer packaging with dangerous goods such as Class 1 explosive substances, Class 2.1 flammable gases, Class 3 flammable liquids, Class 4.1 flammable solids, Class 5.1 oxidants.




  Lithium batteries and battery goods that meet the requirements of section II of the packaging instructions PI965 and PI968 shall not be packed in the same outer packaging with other dangerous goods.




Because lithium is a metal that is particularly prone to chemical reactions, it is easy to extend and burn, and if the lithium battery is packaged and transported improperly, it is easy to burn and explode, and accidents occur from time to time. Accidents caused by non-standard behaviors in its packaging and transportation are getting more and more attention. Many international agencies have issued multiple regulations, and various management agencies have become more and more stringent. They have increased operational requirements and continuously revised regulations and regulations.
