Children's toys testing standards
The EU z new toy safety standard EN 71-3:2019 is here, drafted and issued by the European Committee for Standardization (CEN). However, the current EN 71-3:2013+A3:2018 standard is still the harmonized standard of the Toy Safety Directive 2009/48/EC (although it is a harmonized standard, it is still given the status of a national standard). Next, we will take a closer look at the technology. Compared with the 2018 version, the new EN 71-3:2019 standard has several points such as the limit of hexavalent chromium and the types of organic tin that are worth paying attention to:
1. Revise the chromium (VI) limit for the third category of materials, from 0.2mg/kg to 0.053mg/kg, effective date: 2019-11-18
2. Appendix G revised the test method of organotin. Table G.1 added a new item of DMT for organotin, and 11 kinds of organotin were tested (the original 10 kinds).
3. Revise the test method of chromium (VI). The test method of chromium (III) and chromium (VI) is changed from LC-ICP-MS to IC-ICP-MS. The revised method can already include the limits for all types of materials.
4. Revise the adjustment process of pH value in the migration procedure. For samples with a buffer system, four adjustments to the pH value are required, which adds a step to control the pH after migration.
5. For coated samples, the requirement for sieving is cancelled, and the requirements for related sieves (formerly Appendix C) have also been deleted, and the wax removal procedure has been changed from n-heptane extraction for 6 hours to isooctane extraction for 60 minutes.
The revision mainly involves the changes in the hexavalent chromium limit of the third type of material and the types of organotin. In addition, the changes in test methods and instruments also place higher requirements on the testing institutions. Third-party testing agency
